Because it is far weaker than other tanks, is spawns at a teams base and captured objectives like an armored car, and does not need to be spawned in deployment menu like other tanks. The only thing I can say that I'm not a huge fan of is how useless the battlepacks have become. This is beyond impossible against decent defenders.
